Firstly, buy hello kitty cookie cutters! Mine came with the embosser.
Roll dough and bake!
Outline the cookies with black icing, consistency like a toothpaste. Then start flooding the ribbon first. I double outlined the ribbon so the red icing does not flood over outside its territory.
Because the ribbon consisted of 3 small spaces to flood, make sure you get rid of the air pockets once you flood the red icing. Cuz if you dont, it will look like this once the icing dried...(see pic below). So don't be lazy, as soon as you flood the red icing, get a needle or toothpick (clean ones) and swirl the icing to get rid of any air pockets/bubbles.

Flood white icing for the face and hands. I use ten seconds icing.
Flood the dress - pink 10 seconds icing.
Pipe dots of yellow icing on the still wet pink icing.
Pipe the eyes and nose. For the eyes, I use the centre of the ribbon and the ear as a guide. One eye under the centre of the ribbon, another under the ear. Check out how she did her hello kitty ribbon too. And her hello kitty nose is yellow as it should be, not black!..hehe
Whiskers - one above the eye, one in the centre and one below.
